The answer will vary from year to year as weather conditions here don't follow a yearly pattern. This year so far there hasn't been any heavy snowfall though a freak of nature caused the Manali - Leh highway to be closed for heavy traffic a few kms before the rohtang pass which is cleared for snow by the Border Roads Organization every year
