The definition is that work is done when a force moves through a distance. Heat has to be removed from water to make it freeze (even if it starts as water at 0 degrees and ends as ice at 0 degrees) but no actual work is done in the process.

However, because the water expands when it turns into ice some of it moves slightly. Therefore a small amount of work is, in fact, done.
