It is the most reactive non-metal because there is a strong electrostatic force, as there are no shells of electrons shielding the force therefore strong force enables the nucleus to attract another electron so that the outer-electron shell is FULL and the atom can become stable. Fluorine is diatomic, (eg. exists in pairs), so the symbol for Fluorineis F2
