All countries have signed the Kyoto Protocol. All countries except the USA have ratified it. The US signed on 12 Nov 1998, but has not yet ratified it.
The Kyoto Accord is an agreement ratified by almost all world countries. Different countries have their own local policies, for example, Australia has a price on carbon emissions that is paid by the biggest polluters. They are thus encouraged to reduce their emissions.
The main reason the American government refuses to ratify the Kyoto accord, is the accord would bankrupt the United States. The accord would not address the carbon emissions of countries such as China.
