The George W. Bush administration did not take significant action to prevent global climate change. In fact, they were criticized for their lack of leadership on the issue and for withdrawing from the Kyoto Protocol, an international treaty aimed at reducing greenhouse gas emissions.
The Kyoto Accord is an agreement ratified by almost all world countries. Different countries have their own local policies, for example, Australia has a price on carbon emissions that is paid by the biggest polluters. They are thus encouraged to reduce their emissions.
The main reason the American government refuses to ratify the Kyoto accord, is the accord would bankrupt the United States. The accord would not address the carbon emissions of countries such as China.
