Technically, It snows almost year 'round in the mountains, because of the height. Snow is caused when water freezes in the atmosphere, then falls to earth like the liquid-form - rain. It snows more in winter simply because of colder temperatures due to the sun's rays hitting the Earth at a shallow angle. These rays are more spread out, which minimizes the amount of energy that hits any given spot. Also, the long nights and short days prevent the Earth from warming up as easily.
