Iodine is used to produce the hormones thyroxin and tri-iodothyroxin in the thyroid. With iodine deficiency the body can no longer produce these hormones. These hormones are controlled by negative feedback, meaning that these hormones decrease their own production in the thryoid. So without thyroxin and tri-iodothyroxin there is no longer a signal to stop production by the thyroid and therefore the thyroid goes into overdrive while the body loses its thyroid hormones. This results in a goiter(enlargment of thyroid) and HYPOthyroidism(look up symptoms on wikipedia). Iodine deficiency is extremely rare in all developed nations because we add iodine to salt.
