It's impossible. Snake tails don't grow back. Only certain types of skinks can have their tails grown back. If the tail is chopped off too far up the spine, it will die. If just the tip of it is cut off, it might heal, but it will be painful and could get infected.
You can call them a Hick or a Back wood retard if you are trying to insult them. I am not sure if there is a polite term for someone from a backwoods town, maybe you can call them a country gentlemen.
