To exfoliate is to remove skin. The word is typically used to describe the removal of the outer layer of dead or dying human skin cells by vigorous mechanical action (ie- scrubbing with a washcloth or sponge); this stimulates the even growth of new cells and helps keep the skin "fresh"-looking and healthy.
