They're talking about 'wind-chill' - a cold wind will make it seem much colder than it actually is.
A temperature of 10 degrees feels very cold to the body and can quickly result in hypothermia from prolonged exposure. Some people like cold temperatures like this but most will find it difficult to be in.
Generally around 30 to 40 degrees Fahrenheit. The weather in New York can be very erratic, however, especially during the transition from fall to winter, and from winter to spring, so temperatures can fluctuate wildly.
Using human body temperature as a basis, 48 degrees is less than 1/2 of the average human body temperature (98.6), so no, 48 degrees is cold not warm. The humidity will change what it feels like but actual temperature does not change with humidity. When the air temperature is near body temperature, humidity makes a huge difference, as the body needs to sweat at above 84 degrees but if there is too much water in the air, the sweat will be slow to evaporate and cooling is reduced.
It depends on what you're trying to say. If you're saying a temperature or a range, you write the degree symbol first; however, if you're saying a difference in temperature, you write the Celsius first and then the degrees. This is why- Describing a temperature involves a state of being, whereas a the difference in temperature is a comparison. Consider just writing it out: degrees Celsius or Celsius degrees. Celsius degrees sounds more like countable units because the noun (degrees) is at the end. On the other hand, degrees Celsius sounds more of a singular state. A range might give you the impression of a comparison, but it's really just two singular states. Sorry I'm rushing through this, I have a paper to do.
The freezing temperate in Fahrenheit is exactly 32 degrees. But as you may know that temperature is different in Celsius. So the freezing temperature in Celsius is different that Fahrenheit. Like I said before the freezing temperature in Fahrenheit is 32 degrees. But as I have been saying, that temperature is different in Celsius. I do know that the difference between the temperature in Fahrenheit and the temperature in Celsius is 32 degrees. So if you do the mathematical problem (32-32) correctly you will get the answer to your question which is "Freezing point in Celsius temp?". Therefor I am clearly stating that the freezing temperature in Celsius is 0 degrees.
80 degrees is a comfortable temperature. 80 degrees feels comfortable to most providing the humidity is at an average level. Most would agree that a temperature of 80 degrees provides pleasant weather.

The weather in Orlando, Florida today, as of October 21, 2014 is partly cloudy and dry. Although the temperature is 84 degrees Fahrenheit, it feels like 87 degrees Fahrenheit.
The American agency NASA recorded the coldest point in history on August, 2010. Sensors recorded a temperature -94.7 degrees Celsius in Antarctica.
It feels hot
It is hard to see a difference in one degreen without using climatology equipment.
Water boils when the temperature gets to 212 degrees Fahrenheit or 100 degrees celsius. Water does not melt. It changes into a vapor-like fog and disappears into a gas.
The Celsius temperature scale (as does the Fahrenheit and Kelvin scale) works on the principle that the higher the number the warmer the temperature. So you need to order these numbers in descending order if you want the warmest first. If you remember that a positive number is always larger than a negative number then you will see that the order of your example will be:18 degrees C, 4 degrees C, 0 degrees C, -1 degrees C, -11 degrees C, -18 degrees C.
wind chill
Body was hot and brain headache
I can't really speak for all of Atlantic Canada but in Nova Scotia the humidity can get oppressive so a 33 degree day in July/August feels like a dry 45 degrees. Those extremes are rare but we did have a few of those days last year. Normals would be like 25-30 degrees feels like 30-40 with humidity.
