This is generally believed to be due to the appearance of life on earth in the form of stromatolites, a type of cyanobacteria (blue-green algae). These converted carbon dioxide to oxygen by the process of photosynthesis.

Photosynthetic bacteria produced oxygen which first enriched the oceans and when the oceans could not soak up anymore it started to enrich the air and that is how oxygen got on earth.

When it gets cold out side and someone breathes and sees their breath they are viewing oxygen. They see it do to the particles of moisture in the air and the cold verses hot air.
