well it depends on how severe the flood is, sometimes cars can be badly damaged or washed away. Sometimes houses can be flooded so appliances can no longer work, but the main effect is that the cost of rebuiliding can potentially be massive and this can result in less money put forward for developing schools, healthcare and infrastructure (roads, houses etc) and this can cause a worse quality of life for some people. In places with a booming tourist industry, this can also suffer because activities and resorts can be damaged and less tourists mean less money.
