The best source of information on oil prices on the web is the EIA site, but they only go back to 1978. But I found one website with data going back to 1972, and it states that oil was $3.58 per barrel. Usually, this is "bench-mark" crude (a sweet, light crude) and heavier or sour crudes would go for less. Other websites give values around $3.00 See: http://www.farmdoc.uiuc.edu/manage/newsletters/fefo08_10/fefo08_10.html
In 1975, the average price of crude oil was around $12 per barrel. It experienced significant fluctuations throughout the decade due to geopolitical events and changes in supply and demand.
To find out how many barrels are in a 500 barrel oil tank per inch, you would need to know the dimensions of the tank. Once you have the dimensions, you can calculate the volume of oil in the tank per inch and then divide that by the volume of a barrel to determine the number of barrels per inch.
