Number one, I'm pretty sure. Not positive, but pretty sure.
The rainfall in regions varies from place to place. If it is too hot and dry, the rainfall would be scanty (20 to50cm). if a little humid then a good amount of rainfall would be expected (100 to 200cm). If too humid then a large amount of rainfall (200 to 400mm). And if a rain forest then it would be a large amount (above 400mm).
There is no minimum amount as some deserts go centuries with no measurable rainfall. The maximum is 10 inches (250 mm). More than 10 inches average in a year moves the region into the steppe climate.
It is, like everywhere else in the US newsworthy only at the extremes. Flooding and drought are reported as news events and averages rarely make the 10 o'clock news, howevever on average the state receives about 50 inches of rainfall every year. Heavy thunderstorms occur about 50 times each year and snowfall while lighter in the west averages about 16 inches each year in the mountains of eastern Tennessee. About four inches of rain each month would be routine.
