"Localized" -- Flooding that will occur in smaller areas, just certain local places that usually flood within a fairly limited area. Such as "localized flooding may occur in parts of the state's southeast counties if the rain continues, but no serious widespread flooding will occur in any large areas of the state."

The opposite is widespread or regional flooding which covers more area(s) than local.
