I dot know how it is prepared but possibly reacting RbOH with alkali bromine water may work and at least be safe:

2RbOH(aq) + Br2 = RbOBr +RbBr +H2O

Adding Rb to water would cause a fire but would produce RbOH. Bromine could then be bubbled through

2Rb +2H2O -> 2RbOH + H2
