"Garden" is a broad term, could be used for different kinds of spaces that grow herbs, vegetables, fruits, ornamental plants. A Rain Garden has a purpose in diverting rain that may otherwise cause run-off and erosion. It sometimes involves setting stones or other materials in such a manner as to direct rainfall to a specific area (sometimes a small pond-like structure that will support local wildlife) and helps to maintain a balance where it has been interrupted by removal of native plants or trees, etc. You may find herbs, perennials, flowers, succulents, and more in a rain garden. They are often very natural looking and fit into the landscape beautifully.
