Gravity does this at such a slow rate that it goes unnoticeable, but the reason why is that of which why the masses of the universe such as starts, planets, large moons, and other large masses have a spherical shape. This is because the large masses that have a gravitational pull are compressed into themselves as far as they can towards the core of themselves in order to be equidistant from any point of the surface of the large mass to the very center of itself which is why they are shaped like spheres, but the large masses are always trying to become more compact causing them to keep trying to become a smaller spherical mass.

So to summarize: The Earth's surface is affected by Gravity because of the gravitational pull the Earth has on itself.
