That depends in part on what you mean by "substance", and whether you measure by volume, by mass, or by number of moles! The most common elements (water is not an element) in the Earth's crust (atmosphere, oceans, land, up to a depth of a few kilometers), by mass, are oxygen, silicon, and aluminium - in that order.
