Yes, this is true because in magnet, there are many small domains which all point the same way... this makes a magnet wot it is. the reason that a papa clip will attract to a magnet is because of all the domains (tiny magnets) inside swerve around when they feel the pulse of the magnets field.. by hazap ........... .......... brap brap!
A magnet is by definition magnetic. What was a magnet may now be simply a piece of steel or iron, since losing its magnetism makes it not a magnet anymore. An electromagnet is only magnetic when it has current running through it, and is not magnetic when turned off.
I think you mean when you get a bigger magnet. To answer that question you need to know how a magnet works. All materials are made of molecules which are groups of atoms. These molecule organise in to groups called domains, everything is slightly magnetic because all the domains generate an electromagnetic field. When all the domains are aligned together (so all the north poles point one way) the magnetic force is noticable. If you have a bigger magnet then there are more domains to exert an electromagnetic force, I hope you got all that.
