I'm answering this because I'm bored while doing homework, but I'm not too sure and I can't really be bothered researching at the moment so do'NT take my word for it completely.

My (educated) guess is that as the wind blows over the valley, in either direction, it will cause a low air pressure (or high, not 100%) zone which will cause the air in the valley to flow upwards and forcing air to come back to replace it, causing a circular breeze within the valley.
