There are several conflicting aspects of air pollution. When ever people cant agree there is controversy. The areas causing the disagreement are:

* Everyone wants clean air to breathe. * Everyone wants the products that are created with the air pollution as aside product. * Nobody wants to pay for having the pollutants controlled. This includes the manufacturers who don't want to dip into their profits and the purchasers who don't want to pay more for eco-friendly goods. * The governments don't want to make rules to make someone pay more as this will erode their support from one side or the other. Besides they don't have staff to enforce all the laws they have now.

* Not everyone is at the same level of caring. Some firms and countries will make things in a dirtier fashion to make them cheaper and corner the sales market.
