It depends where you come from I suppose. If you live in the Northern Hemisphere, 25 might be warm enough for shorts and a t-shirt. It might be wise to wear a jumper too, though. If you live in the Southern Hemisphere, it might feel a bit cooler, so maybe a jumper and some longer pants but a t-shirt underneath.
Men - Maybe either shorts/ 3/4's and a vest or shorts/ 3/4's and a t-shirt, with trainer socks and trainers
Women - Dress or vest/ t - shirt and a skirt or vest/ t-shirt and shorts

a t shirt + hoodie or a sweater and jeans will be suficent to most. 15 degree is just cool but many still find it cold to them , if you are sensitive to the cold , a sweater and jacket with a hat is nessisary , a warm scarf , muttons and a wool underwear + socks. for those heavy exercising ,adapted or just somehow resistant like me , you can wear cotton shirts and pants , maybe t shirts and shorts. i been weaaring those in 15 degree condition. i feel a bit cold but it is bearable .still
