The Sun heats the ocean and causes evaporation. Teh watervapor is heated by the Sun too and when it condenses into clouds releases lots of its energy into the air causing a large storm to form. If the surface of the sea is above 27 Celsius (80 F) the energy just keeps on increasing and the storm keeps on growing.
