No Renewable energy is energy that is replaceable at a reasonable rate for example coal is replaceable but it takes to long to replace it. wind is because it is so replaceable that we dont need to replace it. Solar energy is for the same reason as wind. In most cases Natural resources are the equivalent of renewable resources but not always.
Seeking shelter in a low-lying spot can be advantageous. First, you'll be less likely to be injured by debris being tossed around by the winds - the tornado's path will tend to follow the natural terrain, but it's obviously too large to follow you down in to a gully or hollow. Just be careful that the low-lying spot you choose is not likely to be subject to flash flooding if there is rain or a creek nearby. A culvert under a highway, for example, should be relatively safe. Just don't crawl so far that you get stuck, or can not extricate yourself quickly if you need to.

I assume you might be asking about the flood plain. The drainage basin is the very large area that feeds a river or stream. The flood plain is an area that is subject to flooding on a fairly normal basis. Building on the flood plain interrupts the natural pattern of flooding. The river will flood somewhere, the water has to go somewhere. if not on the natural flood plain perhaps in a city or town downstream.
