That is a very difficult question to answer because temperature and blizzard conditions have only been monitored accurately in the coldest places on Earth for the past hundred to hundred-fifty years or so.

Shackleton in 1909 described a blinding shrieking blizzard with temperatures of -60º F to -70º F degrees on an Antarctic expedition. If you consider that the wind might have been blowing 70 miles per hour that would be a wind chill of -163º F (108.3º C). The coldest certified temperature recorded was in Vostok on July 21st 1983 at -129º F. In 1997 an unconfirmed temperature report of -132º F was reported. If you even consider a blizzard wind speed at that temperature the wind chill could be well below -260º F (-162.2º C).
