Freezing rain is caused when you have a precipitating cloud deck with a mass of warm air below it and then a thin mass of freezing air near the ground.When the precipitation falls from the cloud, it will generally be snow. As it encounters the warm air, it melts into the usual water droplets of rain. But right before it reaches the ground, it enters the layer of below-freezing air and quickly turns into super-cooled water droplets. Freezing rain can come from Cumulonimbus and Nimbostratus clouds, but the clouds are not responsible for the freezing rain. If the precipitation falls from the clouds as snow it must pass through a warm layer of air to melt the snow flakes into rain drops. Then the raindrops must pass through a frigid layer of air that super-cools them. Finally, the rain instantly turns to ice if it lands on a surface that has a temperature below freezing. If you're experiencing sleet (ice pellets), that meanst that there is a fairly thick layer of subfreezing air at the surface, allowing the rain to freeze back into ice pellets. If rain is falling and freezing on contact (freezing rain), that means the cold layer at the surface is shallow and the rain has no time to freeze before reaching the surface. It then freezes on contact with cold surfaces, forming a glaze of ice.

A hailstorm is when the precipitation is composed of ice lumps. An ice storm is when the precipitation is freezing rain. The water stays liquid until when it hits the ground, and freezes where it hits.
