All of Colorado does get snow at one time or another.

There are some states where it only snows in part of the state with higher elevation, so that is a good question, but Colorado is far enough north that it does get snow across the entire state at one time or another, although it snows more in the mountains.

Snow doesn't usually stick for a long time in Colorado though, unless there is a huge blizzard. Other times it melts after a few days or a week (depending on how much snowfall there was), and then it is dry and sunny again.

Why does snow doesn't stick?

Sticky snow has melted slightly and contains a small amount of liquid water. This lets it cling to objects in the same way that wet sand does. Snow that is loose and powdery does not have liquid water.

What is the volume of 12g of snow?

It is not possible to determine the volume of snow from its mass alone because the density of snow can vary greatly depending on factors like temperature and compaction. Snow can have densities ranging from 0.1 g/cm³ to 0.3 g/cm³, so without knowing the density, the volume of 12g of snow cannot be accurately calculated.
