entire states are rarely affected by flood, they are much more commonly localized events. Places prone to hurricanes or next to large rives are more likely to flood due to seasonal rains. Low points in areas that rain a lot can have flash floods from water that collects there. subterranean geology can also play an important role as to how fast water can drain, and therefor how much water has to fall to flood an area.

Florida is most likely to experience a hurricane. It gets them fairly frequently. Florida occasionally gets earthquakes, but they are too weak to cause any real damage. There are no volcanoes in Florida nor is there any potential for them. Finally, Florida is generally too flat to get landslides.
