The third characteristic of a good environmental impact statement (EIS) is that the Authors of the EIS should be clearly identified. That is the environmental impact statement should list the names, together with their qualifications (expertise, experience, professional disciplines), of the persons who were primarily responsible for preparing the environmental impact statement or significant background papers, including basic components of the statement. With the identification of the authors it will enable the agencies and public to consult them for further explanation, references and knowledge of issues of concern.
