There are fewer particles for water to condense to.
Cirrus clouds (Ci) are part of the genera high-étage and will form from 5,000 m in the troposphere.
If there are almost no clouds in the atmosphere, that means there is a high pressure system, which causes cold, dry air to come down from the top of the troposphere.
The troposphere. The troposphere is one of the four layers of the atmosphere (0-10km in altitude) containing water vapour. Clouds are formed by water condensing and as air cools. This is why cloud formation is possible because the temperature of the troposphere decreases with altitude.

because with out the troposphere we wouldn't have oxygen to breath. also we wouldn't have clouds forming because they occur in the troposphere also. with out clouds we would go into drought and dye.
