It is, there are many data centers in Portland, Oregon that cool the servers with rain water. It is called indirect evporative cooling, but you need constant rain, so there aren't many places that you can use rain water, even Seattle and London doesn't have quite enough rainy days, so data centers go to even rainier portland.
