Because the water stimulates the seeds to grow. Planting the seeds in a dry field - would mean they simply lie dormant under the surface.

I'm unaware of any US farmers applying rock salt to a field. However, you may have seen the application of lime, a white- or gray-colored material rich in calcium and other micronutrients to the field.
