Floods are the result of precipitation (rain), and rain is the result of sudden temperature or pressure changes in saturated humid air, that cause that air to lose it's ability to retain the water vapor entrained within it.

In short, rain happens when warm, saturated air cools. Cool air can't hold as much water as warm air - that's why condensation forms on a cold glass in summer. Since there is warmer air (holding more water vapor) in the summer than in the winter, there is more precipitation in the summer than in the winter.
