Dust in the air is often small enough that it stays aloft. When the raindrops hits (impinges on) the particulate it it wets and entrains them (as particulate in the drops) The droplets with the entrained dust particles are heavy enough to fall down along with the raindrops, reducing the dust particles or even eliminating them all from the air stream.

This is the same principle as used in dust removal systems in industrial systems (wet scrubbers) where a artificial rain of droplets flows countercurrent to a dusty gas stream to remove the dust and/or soluble chemical droplets.
