They form mainly between those months in the Midwest because warm air from the Gulf of Mexico and cold air from the rocky mountains collide in the Midwest. This is one of the main ingredients for the formation of tornadoes. However they do form other ways which I will not get into.

Quite possibly. As of March 20, 2015 not a single tornado has been reported in the United States in March. Only once since record began in 1960 have there been no recorded tornadoes for the first three weeks of March: 1969. Even then, this was before we had our current radar system, so a few small tornadoes may have evaded detection. The official record low for tornadoes in March is 6 tornadoes in 1951. Again, there is a good chance that there were other tornadoes that evaded detection. The Storm Prediction Center shows some potential for severe weather for March 21 and 24, but this does not guarantee tornadoes.
