A. Oil for manufacturing and commercial use is the majority of its demand in the United States as well as around the world.

B. Substitutes for oil are not as efficient for many reasons including sustainability, stability and power efficiency.

C. The oil in international waters is fair game for all other countries; therefore, it will be sought after by other countries who feel it is profitable.

D. Different countries have varying safety standards and can not be regulated by any one entity directly. Securing oil for a country allows it to ensure economic expansion and have it sustained.

E. If there is not enough oil, eventually more dangerous oil procurement options will be attempted, eg drilling for oil in water or fighting wars to secure oil.
