It has snow on its summit because it lies at a much higher elevation that the surrounding area. Precipitation falls usually falls as snow at higher elevations even when the temperatures at the base of the mountain aren't cold enough for snow.

As a rough estimate, the temperature is 4 degrees Fahrenheit cooler for every 1000 feet of elevation gain. Therefore when you are standing in Palm Springs, at roughly 400 feet above sea level, the temperature would be about 40 degrees cooler on the summit of San Jacinto because the peak is about 10,800 feet above sea level. Usually snow will stay on the summit from late November into late May or early June depending on the snow levels for that particular year.
