as you've just observe here in the Philippines, we are not experiencing snow. instead, we are expiriencing rain. it's simply because as you observe in the globe, we are near to the imaginary line called equator. equator is the reason why here in the phil. we're experiencing heat. and that's why rain is comng out instead of snow. snow melts and turn into water that results to rain.

i believe that it snows in the winter and fall but not in other seasons because the fact that earth rotates and that maybe means that the part of the earth that is tilted will get colder because the sun isn't shinning on that spot of the world and just maybe the temperatures drop in certain areas
