The smoke particles which are an aresol act as condensation nucli. Tiny tiny water drops collect around these nucli and form a droplet about 10 microns in diameter. A large number of these condensation nucli in this case smoke, leads to the formation of many very small droplets . These numerous, tiny droplets are unable to fuse to become a drop large enough to fall. Frost is the result of light drizzle falling and freezing on contact with the cold surface, but as the drops cannot reach sufficent size to fall due too a oversupply of condensation nucli no frost occures
