Because the larger the cloud, the more it is likely to rise. When it does this, warm air rises and cooler air moves in to take its place. The faster the rise, the greater velocity of the wind. If the cloud reaches 47500 feet, hail can be formed and tornados are a possibility. Larger clouds have more energy than smaller clouds.

The statement is not true. Wind is the product of atmospheric pressure systems. Clouds present only within a certain area of the atmospheric pressure system.
