Reforestation indicates that we are talking about forests that have been depleted. If the CO2 levels aren't balanced out with produced oxygen, then we'll have a problem. All green plants convert CO2 into oxygen, trees just do it in greater quantity. Depleting forests or large sections of forest(s) may have its uses, but it also upsets the balance in the air.
