In order to have a neutral atom, protons and electrons must cancel each other out. If you have more electrons, your atom becomes negatively charged and if you have more protons, the atom becomes positively charged. Hence, a neutral atom must have the same number of electrons and protons.

Atomic number is actually based on the number of electrons. As an element atom is neutral, the number of electrons must be similar to number of protons. Hence, the atomic number is similar to the number of protons.

Atoms don't have charges (ions do), the atomic number has nothing to do with charge, and cations(ions with a + charge) ALWAYS have LESS electrons.
