Great question. It may seem strange because you may think that the inner core really should be liquid as it is the hottest layer of the Earth. However it is also under a very high pressure, and as the pressure on a material increases so too does it's melting temperature. The reason for this is that iron requires an increase in volume to change from the solid to the liquid state and the higher the pressure exerted on a material the more energy (in the form of heat) is required to overcome this confining pressure. In the case of the iron at the core, the temperature is not high enough to overcome the confining pressure that is exerted and so the materials melting temperature is driven up beyond that which actually occurs within the inner core.
