When water freezes, it expands. This is explained by the observation that ice floats on water, and that when snow is melted the liquid that remains takes up less space than the original amount of snow. This is due to the chemical interaction between water molecules. Water is polar and as the particles become closer in organization, the bonds which hold the individual hydrogen and oxygen particles together actually push the other particles away before freezing. Thus the amount of water which is in the pipe, if not moving, can increase in size and cause the pipe to break.
