Try this one: Cities are usually built up areas with storm drainage systems to carry the water away rather than allow it to soak into the ground. Sewage systems also carry the water somewhere else where it is usually allowed to empty into a river or other body of water (after treatment). Acres of parking lots and streets block access to the soil so no absorption there either. Basically the rain can't get to the dirt, add that to the wells sucking the water out from under the city and the water table will eventually fall to some degree unless the surrrounding area has enough water coming in to it to replenish that under the city.
