There are a number of reasons, the most obvious is that all the rain may have fallen on the front portion of the mountain, leaving little or no moist air to reach the other side of the range.

Clouds from in bands of cool air where the moisture can condense. It is also possible that an inversion level may exist, this means a large body of warm air sits on top of the cloud layer, and the layer becomes trapped agains the mountain and warm air (above it).

Mountain ranges push moving air upwards, causing the precipitation in the air mass to fall out as precipitation. Once the air gets over the mountain range, it tends to be drier. This is why on one side of the mountains you tend to have lush vegetation growth (the wet side) and on the other side you tend to find semi-arid or desert regions (the dry side).

This is due to Orographic Precipitation. As air rises, it cools by expansion, the cooling causes condensation, and precipitation results. After air has moved up the windward side of a mountain and over the top, it then descends on the leeward side. As it does so, its relative humidity drops significantly. The leeward side of a mountain range is often much drier the the rainy windward side. A dry region on the leeward side of a mountain range is called a rain shadow. Some of the world's major deserts are arid because they are situated on the leeward side of a mountain range.

The side that is facing the ocean has a forest in front also because at the top of a mountain almost all the rain will fall before it reaches the other side which contains a desert.
