Why would water be considered both a renewable and a non renewable resource?

Water is renewable because it always comes back. We use it, we dirty it, but it eventually finds its way back into rivers and oceans. From there it is evaporated into clouds which bring rain to the earth. The rain is clean and fresh and running down a mountain it has power to turn turbines and produce electricity.

The water then runs into rivers and dams where it is used for agriculture, industrial and domestic use.
