In such a case, corrupt individuals can be more effectively discovered and brought to account for their acts of corruption. However, most countries with massive corruption either are very bureaucratic (and therefore lack transparency) or have a weak judiciary (and therefore lack accountability). Moving towards transparency and judicial independence are very difficult actions and strongly resisted by those individuals who benefit from the corrupt systems previously in place. It usually takes a strong dictator or popular revolt to change those systems.
