I guess you could say they encourage people to search for reasonable alternatives in the form of substitutes or entirely new ways to solve the problem (public transit or solar power) or burning ethanol in cars. Farther afield, monopolies accumulate such amounts of money that they (can)become dominant in the economy of a state or nation. Once the monololy has garnered political support its uses of that power are for the monopoly and not society, like changes in tax policy.
