Television shows cost money to be put on the air. Most of them are paid for by advertisements of businesses. If the economy is tight, then the companies won't want to spend too much money on advertising, meaning less money from commercials. Also, if a television show doesn't have that many viewers, they won't be able to stay on the air for very long.
